Mr. President,

The security and humanitarian situation in Gaza continues to demand the Council's urgent attention. Hostilities have caused massive civilian casualties and displacement. The UN continues to call for an immediate ceasefire, the unconditional release of all hostages, and guaranteed delivery of humanitarian assistance.

Gaza: Humanitarian Emergency

The civilian toll of the conflict in Gaza is devastating. Tens of thousands of Palestinians have been killed, the majority of them women and children. The destruction of civilian infrastructure — including water systems, sanitation, energy, and medical facilities — is catastrophic. The UN and its partners warn of imminent famine in northern Gaza.

Access for humanitarian operations remains critically constrained. Despite international calls and some temporary improvements, aid delivery falls far short of what is needed. The UN calls on Israel to ensure safe, unimpeded, and sustained access for humanitarian aid throughout Gaza — including the north.

West Bank: Deteriorating Security

In the West Bank, the security situation has deteriorated markedly. Israeli military incursions have intensified across multiple cities and refugee camps. Settler violence has escalated. Palestinian armed activity has also increased. Civilians are caught in the middle.

Demolitions and displacement of Palestinian communities in the West Bank — including at-risk communities in Area C — continued during the reporting period. Settlement expansion is ongoing, in flagrant violation of international law and the Council's own resolution 2334.

Palestinian Authority: Fiscal Crisis

The Palestinian Authority's fiscal crisis continues to deepen. The withholding of clearance revenues and the contraction of donor support have left the PA unable to meet its payroll obligations in full. This crisis directly threatens Palestinian governance and the foundations of any future state.

UNSCO calls on the international community to take concrete, urgent action: a ceasefire in Gaza, release of hostages, humanitarian access, an end to settlement expansion, restoration of PA revenues, and a credible political horizon toward Palestinian statehood.

The two-state solution is on life support. Reviving it requires collective action — now.
