I am grateful for the opportunity to brief the Council on behalf of the Special Coordinator.
Humanitarian Situation in Gaza
The humanitarian situation in Gaza continues to deteriorate. Access constraints have prevented adequate delivery of food, medicine, and other essential supplies. According to the Integrated Food Security Phase Classification, famine is imminent across northern Gaza and at risk of spreading across the territory.
The UN and its partners call for immediate, sustained, and unimpeded humanitarian access throughout Gaza. The protection of humanitarian workers and the safety of UN premises must be guaranteed. We reiterate our call for an immediate ceasefire that enables full and sustained humanitarian access.
Civilian Protection
Civilian protection must be paramount. All parties to the conflict are bound by international humanitarian law. Attacks on civilians and civilian infrastructure, including hospitals, schools, and UN facilities, are prohibited under the laws of war. Violations must be investigated and perpetrators held accountable. The UN stands by its statements that international humanitarian law must be respected — without exception.
West Bank
The situation in the West Bank, including East Jerusalem, remains deeply concerning. Settler violence, military operations, and movement restrictions are collectively undermining Palestinian civil life and governance. Settlement expansion continues. Demolitions continue. The PA faces a fiscal crisis. Without meaningful intervention, conditions on the ground will continue to deteriorate.
Political Process
The political situation requires urgent attention. The two-state solution — the only viable path to lasting peace — is under severe strain. Every settlement unit, every demolition, every act of violence takes us further from peace. The international community must act collectively and with urgency to reverse these trends.
The UN remains committed to its mandate and to the Palestinian people. We will continue to advocate for peace, justice, and the fundamental rights of all.
